Custom software costs in Hong Kong: scope and estimation checklist

Compare custom systems, web apps and mobile app quotations by roles, workflows, integrations, migration and maintenance.

Author:WeTech technical team · Updated: (Hong Kong time (GMT+8))

Quote custom software against workflows and acceptance criteria. Screen count is only one input: roles, rules, integrations, migration, testing and operations also affect effort. Define the essential workflow first and separate optional features, third-party costs and maintenance. This guide provides an estimation method, not WeTech package prices or a market-average price list.

When to use this guide

For Hong Kong businesses planning internal systems, customer portals, administration tools, web apps or mobile apps where existing tools do not fit a core workflow.

Compare the same scope

List the essential tasks for each role, including normal and exception paths. An order workflow may require amendment, cancellation, approval and refund states, not simply a create-order screen. Ask for effort, assumptions, exclusions and dependencies by work package. Both fixed-scope and time-based engagements need change control, with the impact on cost and timing recorded before changes are approved.

Estimate total ownership cost

Estimate one-off cost from agreed effort and rates for each work package, plus external and migration costs. Separately list hosting, storage, email or messaging, licences, monitoring and support. Estimate normal and peak use. Identify unresolved conditions and the reasons for contingency. A single development total without operating assumptions makes it difficult to compare lifetime costs or plan an expansion.

Prepare an enquiry and phase the work

Provide a process map, role list, de-identified samples, existing tools, required integrations and the reason behind any deadline. A first phase should complete one end-to-end workflow rather than half of every module. For Hong Kong and cross-border operations, specify languages, currencies, time zones, data handling and support coverage. Confirm who can provide accounts and accept the delivered workflow.

Frequently asked questions

Does fewer screens always mean lower cost?

No. A single screen can involve complex permissions, synchronisation and business rules. Estimate the whole workflow.

Should the quotation include source code?

Specify ownership, deliverable scope, third-party licences and handover explicitly rather than assuming a default arrangement.

What costs remain after launch?

Hosting, licences, usage, monitoring, maintenance and enhancements may remain. Itemise them for the chosen solution.
